In order to promote the 21st Century Maritime Silk Road initiative and the Nawacita plan proposed by President Joko of Indonesia, with the support of the International Cooperation Center of the National Development and Reform Commission, the Ministry of Internal Affairs of Indonesia cooperates with the Research Institute of Maritime Silk Road of the Global Development Institute of Tsinghua University. On October 19, 2016, an international cooperation seminar was held in Jakarta, Indonesia, to address the treatment of scarce clean drinking water, renewable energy and waste water treatment.

The meeting was attended by Dr. Ir Yuswandli A. Tumenmgung, Representative of the Indonesian Minister of Internal Affair, Reydonnyyzar Moenek, Director of the Indonesian National and Local Finance Department, and Governor of 34 Provinces of Indonesia, Director of the Provincial Planning and Regional Development Management Committee and Director of the Finance Bureau.

The Chinese representatives attending the meeting included Zheng Lielie, deputy director of the Research Center for Maritime Silk Road of Tsinghua University, and president of Shenzhen Fountain Co., Ltd.; deputy director of the Research Center for Maritime Silk Road of Tsinghua University, and Institute of Water Resources, China Institute of Water Resources and Hydropower Research Chang, Academician of the Chinese Academy of Engineering Wang Hao; Deputy Secretary-General of the Global Development Institute of Tsinghua University, Zhao Kejin; Deputy Director of the International Training Center of the International Cooperation Center of the National Development and Reform Commission, Chi Hongtao.

During the seminar, the Indonesian side introduced the problems of clean drinking water shortage and the lag of infrastructure construction in the country. Especially, Mr. Putu, Director of the Planning and Regional Development Management Committee of Bali Province, and Mr. Eko Kun Coro, Director of the Development and Reform Commission of Lampung Province, introduced the introduction.

The actual situation in the two provinces has found that the more economically developed areas, the greater the pressure on clean water, renewable energy and waste water treatment, the lag in infrastructure construction and the uncoordinated development has become very serious.

In this regard, Professor Wang Hao of the Chinese Academy of Engineering gave an in-depth introduction to China's experience. Academician Wang Hao believes that China is a country that lacks water. Western countries have not exerted much effort in water management because there is no huge population pressure.

China's severe water resources situation has made China always pay attention to water issues. Especially since the reform and opening up, China has invested heavily in water resources management technology and has already taken the lead in the world.

At the same time, Academician Wang Hao also put forward detailed suggestions and plans for the assessment of water resources, top-level design, governance system, financing and other issues in Bali Province in response to the characteristics of the islands in Bali Province, which was warmly welcomed by Indonesia.

The Indonesian side said that China's experience in the field of clean water has opened their eyes and is encouraged by the fact that China's experience, China's roads and Chinese theories can be fully applied to Indonesia. The Indonesian leaders also said that they should learn more from China, organize leaders of various ministries and leaders of various provinces and leaders of various provinces to train and learn in China, and solve Indonesia's development problems after they have completed their studies.

The Maritime Silk Road Research Center was established in September 2016 by the Global Development Research Institute of Tsinghua University and the International Cooperation Center of the National Development and Reform Commission. It was sponsored by Cao Wenlian, director of the International Cooperation Center of the National Development and Reform Commission, and Shenzhen Century Star Source.

Unlike other think tanks, the center emphasizes action libraries, as General Secretary Xi Jinping said, to write articles on the ground. The Indonesian event was an important practice of the mobile think tank. The first batch of $350 million investment memorandum of understanding was promoted before and after the meeting.

In the future, the Center will adhere to a high-level, open, strategic, forward-looking academic orientation, and conduct in-depth research on major issues of policy, law, economics, society, and culture involved in the common development and construction of countries along the Maritime Silk Road.

Analyze and summarize practical cases in the areas of interconnection, industrial investment, resource development, economic and trade cooperation, financial cooperation, humanities exchange, ecological protection, and maritime cooperation in the port city infrastructure along the Maritime Silk Road, and promote the common development and regions along the line. Close cooperation and exchanges in various fields have gradually built into a first-class professional think tank and international exchange center for regional development research along the Maritime Silk Road.
